Rusty Young and David were my reasons that I picked up pedal steel and lapsteel. They both were so unique, yet everyone in the guitar world wanted to sound like them; still do.

JET 10 tuning
Dan Burnham published the JET 10 tuning a while back: http://www.danburnham.com/jet10-tuning.html It sort of accomplishes what you want to do. Perhaps this tuning with a few mods would work for you. Hey all, I'm still messing with prototype flags, so here's the latest. 1. I bought a nice chop saw so I can cut straight edges now. 2. I just got my Eddie Alkire E-harp 10 string form good friend Andy DePaule.
I set it up the same way as my pedal steel and its great for PSG practice as well as working out songs, slants and theory.

watch where the threads of the rod go thru the changer plate
I have seen on several guitars, where after market rods have been added, that if the end thread is cut too deep (long) into the rod, that the friction of the rod will elongate the changer hole.
