Make sure to keep your volume knob wide open when going for the boo-wah effect. The amp you're playing through will also make a difference. I find the effect is a bit weak with a Fender Blackface tone stack. Something at least vaguely tweedish ought to work fairly well. Mind you I don't have a Fend...

You have an 8-string Airline/Jet Airliner. The 8-strings are a little less common, but they made a lot of 6-strings. I've got four in various condidtion.

Swap the thumb screw from another leg and you'll know whether its the threaded hole or the screw.

Sounds more like you need to raise the poles on 3 & 4. These pups are very sensitive to pole height.

If we're talking about the legs for a Supro Airline, they don't have a clutch, they have a thumb screw.
