Mine has a drop down box just below that checked box with three options. Mine is set to "block all bad pages silently". If yours does too, does it say "display dialog when blocking"?

at the far right side of the header line, there are two small buttons with left and right arrows on them. Clicking the left arrow several times should bring back the other headers.

Click on the start button, go to settings, then control panel. double click on keyboard.
You can adjust the repeat rate there.

There's definately a way to do what you want, pay sites do it all the time, but I don't know how, maybe some sort of java script or something. I do have another idea though.
