I think that Roland Virtual Sound Canvas might get you most, if not all, of the way there. I'm fairly sure that it can rip (encode) a MIDI file into MP3 format. Musicmatch Jukebox can create standard audio CD's from MP3 files or if you just want a CD-R of MP3 files you can use any CD burning program...
