Yeah there's such a device called a tap and die set
Just buy a 10x32 die & wrench take a hack saw
with a vice & cut them down the lengthy that you want
and re-thread them

Yeah it looks to me like your ball joint for the coupling just sherred off , they do that you know , I would advise that you take another picture of one of the other pedals to show what a complete pedal assembly looks like , if that's the case then you need to use a drill and an easy out to take out...
