Bruce Bouton. Bruce played on every Brooks & Dunn record in the nineties. When Brooks & Dunn released the Steers & Stripes record in '01, the steel player was Paul Franklin. When "Neon Moon" is performed live, the steel player is Gary Morse, who joined Brooks & Dunn's road band after steel guitarist Troy Klontz left. Troy Klontz played steel when Brooks & Dunn performed the song live in the '90s.
