Well, the pickup assemblies are the same ones used in the Electromuse 6 string canoe paddle lap steel ... with the Eye Beam pickups. Here's an example on Reverb:

Those old "boat paddle" Electromuses were 23" scale, but I don't see any Double necks in their info.
This one may be a DIY build and used those parts off two guitars on another body.
The tuner plates have been reversed and looks like some length added between the end of the clear lucite fretboards and pickups.
Good luck finding the actual scale length.
