Was there a need for this instrument? Maybe; maybe not?

Bar slants on something like that would probably set the neighborhood dogs off for hours.

I've heard bottleneck mando players so why not?

On second thought, maybe just why.....

I totally understand the appeal...

It's for single note soloing, I agree slants are -not- what it is for. You'd have to split bar every thing to stay in tune!

It is closer to full scale (the "mando" reference scared me at first...if super short scale, would not be interested).

DGBD gives you the top 2/3 of your dobro tuning, and for single note solos odds are most players are staying in that range. No need to really add the lower two courses.

And the doubled course effect, my first experience with bottleneck slide was using a Danelectro 12 string. Into a bit of overdrive, the doubled course effect was really cool I thought.

So do I need it for the styles I play? Nah, but it could be a cool niche instrument, particularly for rock/blues soloing. If she could devise a standing rig for it, I could see Megan Lovell making good use of this given her style and tuning (that said, she has a very understandable fondness for her Rics).
