It's Tommy Elliot on steel.

The band in the top picture was Billy Foust and the Western Okies. From that band Tommy went with Merl Lindsay and The Oklahoma Nightriders. He was with Merl for several years and then joined Johnnie Lee Wills in Tulsa. Sadly, Tommy lost his life about 6 years ago in a house fire in Tulsa. Tommy and I were very good friends and I was able to sub for him once in awhile.
