If I had to guess, I think is a young Russ Hicks.

The style doesn't really sound like Russ to me also I think this was probably recorded a bit before Russ' arrival in Nashville.

"Too Late," written by Jimmy Wakely, was recorded 4/14/66 w/Buddy Emmons on steel - Grady, Tommy Jackson and Buddy Spicher. The song was released in 1966 on the "Another Bridge to Burn" LP (CS-9238). 4 songs were cut that day: "Don't You Believe Her," "Healing Hands of Time" and "Too Late," plus an early attempt at "Danny Boy" which was was never issued.

Thanks, I was pretty sure but now it's proof positive. I don't know who the steeler in the picture is.
