I always thought it was Weldon myself. But what Brad posted got me in the mood to do some investigating. First, the article in the Country Music magazine could be a little misleading. She may have had a good band that was "Good enough to record on their own" but I guarantee they weren't the musicians on her session! She was a relatively new artist that had put a band together to support her new hit record.
I listened to the original recording closely and heard things that I never noticed before. I thought it was Weldon due to the staccato picking on the outro. But I heard much more - I heard reso, as well as what I thought was two different pedal steel styles. I searched Discogs with no luck, but I found a site that gives all of her album info in detail. On all sessions listed I found she only used Lloyd Green and Pete Drake! along with all the heavy hitters: Pig Robbins, Billy Sanford, Leon Rhodes, Charlie McCoy, etc. After listening a few times, I'm thinking I'm hearing Lloyd's reso and Pete's Pedal Steel on the first part, and I'm hearing Lloyd's staccato picking at the end!

It's Weldon...Weldon can also be heard on"Don't Be Angry"by Donna,and"Shame on Me",playing his Dobro equipped with Bigsby Palm Pedals...
The resonator guitar heard on"Happiest Girl"is a fretted instrument played by Grady Martin(or Pete Wade-I haven't quite figured that one out yet!)...

For what it`s worth, I remember reading that it was Weldon who played the steel on Donna`s original recording of that song.
