Trying to understand this message...let me see if I can rephrase and you can tell me where I've gone wrong:
A prototype version of the Growler pedal steel was recently tested. It was found to have some shortcomings. Due to its low weight, the Growler is not yet meeting all its performance targets. We will therefore be making some design tweaks in the coming months before testing it again.
...is that about right?

The new Growler will have have a full length body like any pro model or student model.
The key head will not be sticking out past the body.

Adding a full body, like Johnie mentioned will add a few lbs.
There must be some sort of limit on the weight. My modern S-12 Excel seems to be close to that limit.
I guess it depends on how stiff or light the knee levers are.
Looking good, that price is unbeatable.
I know when I first started looking at steels, the price of pro models was eye-watering, to say the least.
I applaud the effort.

THATS THE GOAL.
No problem for any of are pedal steel guitar Manufacturers too build an sell with a minimal profit a very good student steel.
It’s just a matter of sowing some pedal steel guitar seeds for the future demand for
pro model steel guitar market to thrive into the future!
The idea is too finally make a very good affordable (for once) in pedal steel guitar history ::: a good student pedal steel that just about everyone can afford.
The cost of student steels now an in the past have prohibited many musically talented young folks from pursuing the pedal steel.
This Growler pedal steel will be a plus for the builders that build the pro model steels.
The students that get hooked on pedal steel will want a pro model steel sooner than later.
