On RKL, raising str 11 E to F# might be more useful than lowering it to D#. Root and 5th of B in the bass. Low 3rds aren't as useful in practice as they look on paper. Beware of mud.

I don't understand the low C#s on your "C" pedal. Some people raise str 8 E to F# instead. That makes more sense to me.

On LKL, consider lowering 11 to C# to give a useful voicing in the A/F position.

Incidentally, although the F lever will only ever be so called in everyday parlance, the actual note it gives is E#

Yes. Just think of every tuning as Universal.
AB pedals and E-to-Eb pedal/lever, and you can play pretty much any song.
Most Uni's are closer associated with having 7x5 pedals/levers.
