A friend of mine sent this home with me to see if it was playable. It’s been under his bed for 20 years. The pull train just doesn’t look right at pedal 2 , the vertical orientation of the connection seems to bind.

Looks like a standard Emmons set up.

That's a Sho-Bud Maverick. You are correct. The vertical orientation is not right. It should be horizontal, like on the other two pedals.

its not wrong it's just opposite, upside down. It should be performing the same PULL task. Its possible I suppose ,viewing the photo, that the B pedal hook can fall out as it is not in very far .

On that 2nd pedal, you just need to put it back in place. The cross piece is sort of hung up on the hook.

Thanks guys ! I tinkered with it and got it straightened out, I’ve got it so it plays pretty good ! New strings and some cleaning goes a long way
