I don't know the singer but my guess for the steeler is Doug Jernigan.

Sounds like Larry Butler with Robbie Springfield on Steel.

You nailed it, Roger! Never heard Lary Butler as a vocalist before, Robbie Springfield has done some great recordings with Fiddlin' Frenchie Burke, Randy Cornor and some other guys.
