A guy that's a good metal worker could make that knee with a file, hacksaw & drill. Before I got my mill, I made several knees & linkage with hand tools and you can't tell them from the ones I mill machined.

The mill makes for faster progress...

For the record, I do not recognize the make/model of the knee lever.
