That sounds like a pedal steel to me, not a lap steel.

Thanks, Brad! I listened more closely and indeed it psg E9 neck. What tuning would you use on lap to be able to make it similar? E13 ala Don Helms? I'm doubling on steel and supposed to be able to play this in couple of months in this production.
