Im looking to get started learning to play PSG.

Would it be easier to learn, as a beginner, on a 10 string E9 or a 12 string Universal?

Reason I am asking is because I notice there doesn't seem to be as much material out there for Universal as there is for E9.

If you get a universal, you will probably still begin by learning E9th material. So there's probably no advantage to getting the universal first, unless it will be the only guitar you ever buy. But the reality is, if you stick with playing steel guitar, you will probably end up buying several as you gain experience. I would just find a good solid S-10, E9th guitar and get started. There's no disadvantage that I can see to learning first on a universal. The E9 stuff is the same as a 10 string, pretty much, so learning material should be no problem. If you want to delve into C6, you should be able to use C6 material. You would just be playing a B6 instead of a C6.

Me, being a diehard D10 guy, If I was starting out today, I would probably go with a universal.
Carter D10 8p/8k, Dekley S10 3p/4k C6 setup,Regal RD40 Dobro, NV400, NV112 . Playing for 53 years and still counting.
