That is definitely Wayne Hancock, and I would say Jeremy Wakefield on steel.

I found a picture of him with a steel guitar. is that Jeremy sitting behind the console steel?

No, sir, that is Chris Miller (brother of forum member Ian Miller) doubling on guitar and steel, Wayne's only travelling lead man at the time (ca.1996). He now plays with dave Alvin.

*this is, ofcourse, in reference to the above picture, not the recording, which is indeed Jeremy Wakefield.
