Seeking Extreme Noise Filtering Advice

I have an analog cassette that I'm digitizing that
has a continuous 'floor' of noise throughout.

I have digital wave-editing software with a variety
of EQ and Filtering plug-ins but no experience with
dealing with this type of problem.

Any advice for digitally achieving the
best compromise of lessening the noise
without greatly detracting from the speech?

Thanks for all the advice.
I went with Andys suggestion
of Audacity (I liked price!)
and with Andys further help
got it solved. Thanks Andy.
