Sounds like a nice Polka on the Steel Guitar played in the A6th Tuning on a 4-neck Fender with the A6th Bass String tuning used on one chorus. Possibly this is Herb Remington !

Who else would know but a musician who was there when it all happened? :) Billy is right, it is in fact Herb Remington, after he had already left Bob Wills.
