Sounds to me like a Ray Pennington Step One production, with Buddy Emmons on steel, but I can't place the singer. Ray Benson maybe?

BTW Walter; there's a recent picture in the thread, The Last Fender Guitar that is almost identical to your pic of Tom and Bobby. This one has Winnie Winston and Bobby Caldwell; same looking guitar and seating positions. Kinda pulled my head out of place when I first saw it and especially so after you featured Winnie a few weeks back...
