That's Mary Kay Place doing her Loretta Haggers bit from the Mary Hartman, Mary Hartman show. She released an album of this stuff in 1976. That was Emmylou's Hot Band, so I assume it's Hank DeVito on steel - that steel/guitar duo sure sounds like him and James Burton to me.

Dave is right, that is Mary Kay Place with Emmylou's Hot Band and Hank De Vito on steel.
