It sure is hard to see his face...it could be Speedy West, who had a contract with Capital Records the same time that Spike had one. Have you heard the recordings that they did together? I think one is "Keystone Kapers"

I think Dick Morgan played steel on Spike's recording of the song, but I have no idea if that is him in the video.
