Don Davis and Hank Garland teamed up and built Daland pedal steels in the mid 50s. Only a handful were made, here's Don playing which I believe is the # 1.

Picture is so blurry that can't say anything for sure. The body looks like a Bigsby and if the inlay says Bigsby then it most likely is. Here's Tom in 2005 at Greenbay Rockin' 50s Festival playing with The Texas Playboys. Tommy Allsup was on guitar and Leon Rausch on vocals. The caster legs are actually back legs, that's how PA instructed to set up his guitars. You can see the ferrules on the crutch rubber legs, they are there to prevent the pedal rack from sliding up the legs when you press the pedals. The rack should be below the ferrules. The front neck changer is not a Bigsby made. Due to its' bulky design, the volume ( or tone ) pot is also removed about an inch. You can see the hole in the end plate where it was originally.
