Sounds to me like you are kind of set on a sho bud.. They are good guitars, but for the kind of money a good one brings, there are better options mechanically... It all depends on what you want... I love an old Bud as much as the next steel guy, but more modern designs are simply more reliable day ...

Well the good news is that the LKL already raises the 8 string E. Now I just need to change it to raise the 4 string E instead of lower the 2nd string. I've never done this before, but it looks like I would have to move this metal piece to the 4th string slot, and rod it in the same spot as the 8th ...

Changing LKL so that it raises the E's would be simple. The biggest caution is to be sure that the pedal rods do not interfere with or rub the rods of LKR or the C pedal. If it means changing the position of a puller or bending a rod, so be it. My slightly later model BMI is fairly sensitive to add...
