Since I got my Fender Stringmaster D8, I find that I do not like to use a volume pedal with it, however with the PSG, I have to have a volume pedal. IS this normal?

Yes...I think that's normal. I have a volume pedal connected to my D-8 but use it mainly to turn the sound off between songs.
I rarely use it when playing solos.
It is handy when playing backup and fills though.

I like using a volume pedal with my lap steel. it works with the volume swells I use and the crying effects too.

I'm the same way. I use a vol ped with my pedalsteels but they seem to take something away from the lap steels.

When playing lap I use a digital delay for volume swells. I have three settings - long, med, and short swells - controlled with a midi pedal - makes it cry really cool when needed.
