I dunno who was on the record, but on the live shows Mike Allsup played some very convincing faux steel licks on his Les Paul and it kept the crowd happy enough. Hey, I betcha Jay Dee Maness or maybe Mike Johnstone would know who the original steeler was.
You know what, Jason Odd will know. He knows all this stuff.

Who's the artist?
If you're talking about Hoyt Axton's cut, it could be Pete Grant on steel. Pete played a great solo on Hoyt's "She's A Tornado" a few years back.

The first time this song was recorded,mastered and relesed "country", Stu Basore was the steel player. He reads this forum occasionally and will confirm this.
