It's John McFee from country rockers Clover.
They were part of the Northern CA scene and Van spent a bit of time living in Marin County around that time.
He later worked with Huey Lewis & the News (Huey was in a latter version of Clover), Elvis Costello, the Doobie Bros, Southern Pacific, etc. |

Word has it that was a Shobud maverick that he had been playing for not very long. McFee is a great musician.

Hi Dan, yeah he's a great player. Clover backed Elvis Costello on his first album before he formed his group the Attractions.
There's also a Costello bootleg from a 1979 Palomino Club gig where John sits in with the Attractions for a set, it's very cool.
Only about one track from that gig has surfaced on a legit Costello CD.
