Have you emptied the Deleted Items and the Sent Items folders? Outlook Express will get bogged down if those two folders get too full, especially in Windows 98.

Could be an ISP problem, too. Since it started without you changing anything.

I had a similar problem. 'Phoned the service provider who gave me some syntax to perform with the 'run' command, and all was well again.

A couple of months ago, without any notice at all, SBC DSL began blocking port 25, the common SMTP port for sending email. I send all outgoing email via my domain email servers so this was a big inconvenience. I phoned SBC DSL tech support number and was transferred to India, where a nice Indian technician gave me the URL for the SBC Port 25 blocking Opt-Out page. I filled out the form fields, and submitted my request. A little while later the block was removed and I was once again able to send email through my Domain servers.

You may have to jump through a similar hoop.
