A friend of mine is interested in obtaining a National New Yorker lapsteel, but something is wrong with the pick-up: the top-strings do sound allright, but the bass-strings give almost no sound. I measured the resistance, and it is 3.96K. Would there be something with the winding, or maybe the magnets?

I would expect all older pickups to have the wind around the complete pickup, so I would rule out a problem with the winding since there is sound from the treble strings. You should be able to use a small screwdriver (or something similar) to check and make sure you have magnetic pull at all of the pole pieces. If the magnetic pull feels about the same on all pieces, then I would suspect the strings. Did someone install acoustic guitar strings on it? If they did, then the bronze wrap is not magnetic and will respond to the magnetism of the pickup. I would be most suspicious about the strings being the real problem.
