From a search on the web, it looks like a Tascam product originally made for the Japanese market. If you can't read the Japanese on it, it might not be very useful.

Wayne, here's a little write up I found from a guy trying to sell one in a newsgroup back in 2000.

"Tascam amp simulator/ guitar preamp - sounds great
through a clean amp as well as straight into a mixing board
*tons of gain* this is a desktop unit that runs on A/C adaptor
and 9v Battery (but is also footswitchable)
unit has high mid and low EQ and pre-gain and drive level knobs
also has Pregain on/off button and Presence on/off button and
drive on/off button this unti is also Footswitchable!!!
this is great to use as a studio guitar preamp and/or a pedal
has one output and a separate Line out and footswitch output
These things are kinda rare Tascam only made so many of them"
