how did it come to be that RR gave Merle his pardon, would love to know the whole story of these two great men, what prompted RR?

I have always wondered why Reagan gave a pardon to Merle Haggard. I sure am glad he did and what Merle has done with his career has been great.

Here's the explanation, straight from The Hag himself:

This is besides the point, but I watched an old John Wayne movie last night and Merle Haggard sang a background song in the movie. He was in the credits at the beginning of the DVD.

It was "Chisholm" or something like that. It was about the war in Lincoln County, New Mexico betwenn the cattle people at the time. I did a search on the internet for Lincoln County, NM and quite a bit of the stuff in the movie was factual, including the stuff about Billy the Kid and Pat Garrett. I love the old western movies.
