I'm sure that Buddy Emmons could do it or at least come pretty close! He did some things back in the 1950's using no pedals and you would swear that he had 'em. Buddy explained recently that he accomplished the effect by removing the 3rd (could have been the 4th?) string from his guitar, leaving room for him to swing the bar on slants and get the A and B pedal (or "Isaacs change") sounds in-tune without having to mute strings or slant so excessively. Certainly it would require a lot of quick and accurate bar movement though.

I know that Buddy posted this somewhere here on the Forum and there was a sound-bite link to illustrate it. This was within the past year and should be available by search if you can come up with the right key words. Good luck to you!

Billy Robinson does a pretty fine imitation of a pedal steel on a nonpedal steel, too.

I'm pretty sure that Jerry Garcia played steel on that track (CSN Deja Vu album).
