Here's slightly expanded way to voice the first four bars with four note voicings. This also employs the 4th string raise (A-Bb), which I used here in conjunction with the 6th pedal.
Rather than naming pedals, I use "b" to indicate a flatted note (half tone lower), and a # to indicate a half tone raise. Use whatever pedal or knee lever produces that result.

dwayne: open tuning 10 string C6 for pedal steel grew directly from the non-pedal, is very much the same as you post... just the two lower strings generally; and some guys use a D on the top
