I'm having trouble finding the licks to achieve the tone and effect that were captured on this recording. Can anyone help me to understand this technique? Who played on this record? It does not sound like Paul to me.

The liner notes for the Womack album lists musicians by track. Paul Franklyn is listed for Ashes by now

It sounds to me like the playing is bathed in delay, reverb, compression, you name it. The licks are not that big a deal, but getting that sound will take, IMO, quite a bit of experimentation with lots of effects.
