Does anyone know where I could get a telescoping handle with wheels to mount on rack case?

Check out Goodwill, second-hand, and pawn shops. They often sell used suitcases for $10-$15, and almost all of the larger ones have the collapsible handles w/wheels.

From Penn Elcom store. Rated about 65#. And it's removable as needed.

Im pretty sure TCH Hardware has them.

You can also try Ohio Travel bag. They have lots things like that.

By reading the review on the Penn ElCom item, it appears their unit could be used on side of Pak-A-Seat.
