Emmons changer washer arrangement - correct?

Hi folks, I'm cleaning a changer on an early 80's Emmons PP.

While disassembling I noticed that the washers were arranged as indicated in the photos.

What strikes me as odd is that there is no washer between fingers 1 and 2.

There are also more washers next to finger 1 than finger 10: finger 1 has 4 washers between it and the bracket, one of those washers being thinner than all the other washers, while finger 10 has 2 washers between it and the bracket.

Is this correct?

Correction: after cleaning, I discovered there was an additional thinner washer between finger 10 and the bracket - so I'm thinking of putting one of the washers between finger 1 and the bracket between fingers 1 and 2.
This way everything would be balanced (assuming this is what one wants ...)

They should be arranged:
2-1-1-1-1-1-1-1-1-1-2
