Hard to tell under that hat, but I'm gonna say Scotty Sanders who plays a lot of the gospel show airings. Looks like him and his Emmons LG.

Scotty Sanders. Look for Bradley Walker videos on YouTube. Features Scotty prominently. Same hat, same guitar, same superb picking. Steve Hinson verified when I asked who the steel picker was on the Bradley Walker clips. I love to hear Sanders pick. I am curious who the guitar picker is on the clip you posted. The picking reminds me of Brent Rowan.
