Fender Steel King (effects loop problems)

I'm in the process of trying to patch a Lecicon MX200 (dual reverb/delay, etc) through the effects loop, because it needs a line level input. The effects loop doesn't seem to work at all! Is there anyone else with one of these amps currently using the effects loop successfully? Also, I tried using the footswitch, but it only seems to control the tuner mute and nothing else.

Can anyone help?
