I'm not at all familiar with the tune. My first thought was Red Rhodes, but I don't think that's his tone.

Based on the hints in your text, I'm going to guess Buddy Merrill?? He was pretty good at that pickin' style and sounds like something he might have done in the 70's.

Yes, that is Buddy Merrill. Always liked his playing, there are a lot of good videos from his days with the >´Lawrence Welk Shows on Youtube.
