No name pedal steel any clues?

So I came across this s-10 3&4 with pad standard e9 setup except RKL raises 1&2 can’t remember what key. No significant markings or initials nor serial numbers... Grover tuners. Can’t tell what else they used (sorry new to pedal steels) and looks like they tried to mimic a zum fretboard... let me know if you have any clues or ideas! Sorry for the bad pics can update or send via email if needed!
