Is this a pedal steel? Could it be done on anything other than a pedal steel? Wasn't "speed picking" the result of the high speed flexibility of the pedal steel guitar? This does require high speed right hand technique does it not?

Definitely not. Sounds like a C6th Hawaiian tuning to me.

No. "Speed picking" is done by the player, not by the guitar. (Another post has some "speed picking" on a ukelele, only 4 strings, and certainly no pedals.)

This does require high speed right hand technique does it not?

Yes, of a moderate fashion. I hear some 16ths, but that's about it. No 32nd or 64th note clusters here. Still, it's great playing!
