There definitely is pedal steel on the fills during the second verse.

I was wondering about the intro and first verse.

What is the instrument playing from 0:00-0:03 and 0:06-0:08?

The 2 sections from 0:03-0:06 and 0:08-0:11 sound like the E9th A pedal being pumped and the tone sounds like a Fender pedal steel. The fill from 0:26-0:30 also has the Fender-type tone.

Were there 2 pedal steel players on this recording?

that's Pete Drake on the first part and yes E9 Sho~Bud; "A" pedal in and out. The other part you inquired about is the Guitar. So the other "Bending" instrument you hear is the guitar player.

The steel guitars in the first verse and second verse have different sounds and styles. Are the steel guitar fills in the second verse played by Pete Drake or a different player? Was it played on a different steel guitar?

The sho~bud steel guitar by pete drake is only played in fills from :053 to 1:30.....and like I said the intro "a" pedal thing. Otherwise you are mistaking "Guitar" for steel guitar and it's not. So there is guitar and harmonica..but ONLY steel guitar on the times I just said.
