There's another instrumental of your's "Wichita Lineman" with the same photo. Really inspirational playing to me as a young player and thoroughly enjoyable as a steel fan, I love it!
As for Tim posting it, I don't think Tim Noah has posted it. He's a kids TV singer from somewhere last time I looked, as I was interested with the same thing "who's this guy?".
I think its an oversight on YouTube's behalf. YouTube has recently combined all the published music from artists together which is then played on their site, kind of like how Spotify, Apple Music and etc works. I think they have just grabbed your music and used a totally wrong picture as a mistake. You should be getting royalties from it though, if not I'd dispute it. The author of the track on YouTube is "Tommy White - Topic" which is YouTube's way of saying Tommy White's combined music collection. Tim Noah would have no way of controlling this as it's auto generated by YouTube. Whoever he is, he probably doesn't even know it exists.
