I am running my steel thru a Goodrich VP with 2 output jacks into each amp.
What is the best & safe way to wire the effects, so as the effects are coming thru both amps.

That's right,
If you have an effect with stereo outs, you can run a cord to each amp. Can really sound great.  |

Most of the pedals are Boss, but they all don't have stereo outs.
Can I come from the Steel go thru the chain of pedals then go to VP then to Both amps? |

If you want both amps to sound the same, go from the volume pedal, to all effects, then a cord into one input of one amp. Run another cord from the 2nd input of that amp to the input of amp #2. |

Do you want stereo imaging, or two identical channels?
The right way will be determined by what you want to accomplish.
As I tend to think that stereo imaging is wasted in a honky-tonk, when I use two amps, it's to better distribute my sound. I put all boxen in front of the volume pedal. _________________ 2 pedal steels, a lapStrat, and an 8-string Dobro (and 3 ukes)

You will likely run into ground loop hum from the amps when running signals from one effects processor to two PV-400s. I solved this by building a 1 to 1 isolation transformer for one of the amp's input. I used a Radio Shack telephone transformer, but you can probably find a ready made isolator. In a pinch, you can use a ground lift adapter on one amp power cord, but I don't recommend it for safety reasons.
