Nashville tuning

Seems to me that there as many setups for E9 as there are Carters pills. I had a fella drop his little old Sho~Bud 3by1 in our store today with instructions to set it up with the Nashville tuning. I've setup many guitars to an individuals specs but, since I'm an A6 player, I've never concerned myself with E9 after I found out that my arthritic feet wouldn't cooperate. My A6 is a 5by4 but I don't have to rock and roll on the A,B pedals. Anyway, what does this one lever do in the E9 tuning Nashville style?
This is what this guy wants and, so far it's all the info he's given me. I'm assuming that he's learning from some early material.

The standard change on Sho-Bud's single lever lowers the second string D#-D and the eighth string E-D#.
