There is a program called JAWS that apparently works with Cakewalk Sonar to help blind musicians record as well as create music notation.
Here's what I was able to find:

http://www.washington.edu/doit/Faculty/articles?367

Other suggestions that I found were to use hardware recorders like an Adat or a reel to reel.

If you could use Sonar or any other DAW, that would be your best option, IMO.
I hope you find what you need to get started.
Good luck with your search.

Rick
