I thought that was Paul Franklin.

I'm pretty sure it was Paul too. I seem to remember him clarifying which neck he played it on.

I found the old post where Paul cleared things up. Here is what he posted in case the link to the old forum thread doesn't work.

His post:

Peter,
The intro is played on the C6th tuning.

(s) = a slide to the next instruction without restriking the strings.

s = a very quick slide to the next instruction without restriking the strings.

~ = sustain

The reason I love my universal is that the fat C6th chords are there. This song just don't sound right on the E9th neck.

I agree Norm. I been switching to U-12 from D10 because of the weight savings and the fact that I can't get that 'fat" c6 sound on the E9 neck.

Mike Daily is credited as pedal steel player on a CD I have. Also I've seen Mike Daily play it with George Strait on a video replay.

Mike was Strait's road steeler. He used his band on some recordings, but primarily it was the Nashville "A Team" which included Paul Franklin.

A couple of years ago I stopped in to visit Paul Franklin Sr. I asked about Paul and at the time he was in Key West working on a new album for George Strait. He also told me that Paul had previously been in Miami working on a new album for Alan Jackson.

Is Mike credited on that particular CD? I think I would believe Paul that he played it.

I should have reported the "Ocean Front Property" CD more fully. There are no credits for individual songs. Paul Franklin in credited for steel guitar & pedal dobro. Further down line with an asterisk Mike Daily is credited for steel guitar with the Ace in the Hole Band. Two songs are shown with an asterisk & "All My Exs" has no asterisk, so that probably indicates Paul Franklin is the steeler. Apologies.
