Not sure if the Strobo Clip has E-9th tuning tempermants which I assume are for psg. I do know it'll precisely tune just about every stringed instrument and has the Buzz Feiten feature for tuning electric guitars.

Maybe someone more astute than I can answer the E-9th question for you.

Many sweetened tunings for various acoustic instruments. None for PSG.
